Your website has received enquiries, but Google Ads shows no conversions. Before changing the campaign budget, establish whether the issue is missing measurement, the reporting view, attribution or the definition of a conversion.
When Google Ads conversions are not recording, a tag appearing in the website code is only the beginning of the investigation. The correct action must be measured at the correct moment, with the intended account configuration and reporting context.
This guide is for businesses working with their marketing and development teams. It separates proof that an enquiry was received from proof that an advertising conversion was measured and attributed.
Define the action you are trying to measure
Write the conversion in plain language. “A customer successfully submits a consultation request” is more precise than “the form button was clicked”. A click can happen before validation fails or before the server accepts the enquiry.
Use the website's actual submission record to confirm the business event where available. If the business receives neither an enquiry record nor an email, first investigate the contact-form receiving and delivery process.
Keep call-button clicks, WhatsApp clicks, submitted forms and qualified sales conversations separate. Each can be useful, but they describe different stages and should not share an ambiguous label.
Check the correct account, action and reporting view
Confirm which Google Ads account and conversion action belong to the website. Ask the team to identify the action name and the intended goal rather than relying on a screenshot of an unrelated account or old setup.
Review the action's status, its role in the campaign goal and the report column and date range being checked. A secondary observation and an action used for bidding can be treated differently in reports and goals.
Google's conversion status troubleshooting guide covers implementation checks and statuses such as Unverified, Inactive and Needs attention. Follow the diagnosis relevant to the status actually displayed.
Test the real completion journey with Tag Assistant
Use Google's Tag Assistant troubleshooting process to inspect the intended conversion action. Test the actual form journey rather than simply opening the homepage and confirming that a general tag loads.
Record what happens when validation fails, when the server returns an error and when submission succeeds. The successful business action should produce the intended event; an unsuccessful attempt should not be reported as a completed enquiry.
You do not need to click your own paid ads repeatedly to test tag implementation. A diagnostic test shows how the measurement behaves. It is not, by itself, proof that Google Ads will attribute that test as an advertising conversion.
Check how the website reports success
A traditional form may open a separate confirmation page. A modern form may show its response in a popup or remain on the same URL. The tracking setup needs to match the journey actually implemented.
If a tag waits for a thank-you page that the form no longer visits, successful enquiries can go unmeasured. Conversely, a tag attached to every submit-button click can inflate numbers when invalid forms are rejected.
Ask the developer to connect the event to the confirmed application response using the chosen tracking implementation. Keep private enquiry text, phone numbers and email addresses out of ordinary analytics event labels and page URLs.
Review consent, duplicate setups and integrations
Check whether the site's consent controls and tag-loading behaviour operate as intended. Troubleshooting should respect the applicable consent configuration, rather than disabling it to make a test count appear.
If the same lead is measured through several routes, such as a direct Ads action and a separate imported analytics event, confirm which action is intended for reporting and optimisation. Multiple installations can create confusing results as well as missing ones.
Where a CRM or offline import is involved, trace that additional stage separately: which record qualifies, how it is sent and whether the receiving system accepted it. A successful website event does not automatically prove that a later CRM upload worked.
Allow for reporting and attribution differences
After implementation is verified, check the appropriate reporting period and allow for processing. Google documents reporting latency and differences in how conversions are attributed; a website inbox and an Ads report are not necessarily totals for the same population or date basis.
A form submitted through a direct visit does not automatically belong to a Google Ads interaction. Likewise, a call-button click is not proof of a completed call. Keep the meaning of each metric visible in the report.
For a useful comparison, record the test time, event outcome and diagnostic evidence, then ask the marketing team to explain the corresponding report instead of changing settings until two unrelated totals match.
An example: the form changed but the tag did not
Illustrative example, not a client result: A company replaces a contact page form with a popup that confirms submission on the same page. The old conversion trigger still expects a visit to a thank-you URL. Enquiries are saved, but the expected page visit never happens.
The team verifies the new journey, connects measurement to the confirmed successful submission and tests both valid and invalid attempts. It then reviews the action configuration and reporting context.
Our Google Ads management services can coordinate that marketing and development review. For a wider enquiry problem, see the separate Google Ads clicks but no leads guide.
Frequently asked questions
Does an installed Google tag prove conversion tracking works?
No. The intended action and its trigger must be tested through the real completion journey.
Should every enquiry in my admin appear in Google Ads?
Not necessarily. Enquiries can come from other channels, and reporting and attribution settings matter. Compare clearly defined populations.
Should I count a button click as a submitted lead?
Use a name that accurately describes the event. If the goal is a completed submission, test what confirms that completion.
Will increasing the advertising budget repair a broken tag?
No. Diagnose implementation and configuration first. Budget decisions should follow trustworthy measurement and the actual campaign requirements.
