“How much will a WhatsApp chatbot cost?” is usually three questions together: what does Meta charge for messages, what does the software provider charge, and what will it cost to set up a useful workflow?
Those are different costs. A monthly chatbot plan does not automatically include every Meta message fee, and paying for API access does not by itself create a working booking or lead-follow-up system. Here is a practical breakdown for a business in Jaipur or elsewhere in India.
Rates checked: 3 November 2026. Rate card effective: 1 October 2026. The figures below are Meta's INR list rates for messages delivered to Indian recipients through the regular Cloud API pricing model. They are not Digital Country package prices.
WhatsApp Business App, API and chatbot: what is the difference?
The WhatsApp Business App is the familiar app with business tools. The WhatsApp Business Platform, often called the API, lets a business connect messaging to software. A chatbot is the set of rules or AI-assisted responses built on top of a messaging setup.
An API integration can connect to a team inbox, CRM, order system or booking workflow. A chatbot might collect the requested service, offer appointment options or answer approved questions before handing the conversation to a person.
The right choice depends on the work. A single person managing a few conversations may need a simpler setup than a team assigning enquiries across sales and support. Start with the missing step in your customer journey, not the number of features on a plan comparison page.

What does Meta charge per message in India?
A delivered outbound message can incur a charge based on its category and the recipient's market. A delivery to an Indian number uses the India market rate; being based in Jaipur does not create a separate Jaipur tariff. Messages sent by customers to the business are not charged by Meta.
| Message category | Meta list rate per delivered message | Typical purpose |
|---|---|---|
| Marketing | ₹0.8631 | Offers and promotional messages |
| Utility | ₹0.1150 | Transaction-related updates |
| Authentication | ₹0.1150 | Normal authentication / OTP templates |
| Authentication international | ₹2.4971 | Eligible cross-border authentication |
| Service after the free allowance | ₹0.1150 | Non-template business replies |

Authentication-international pricing has its own eligibility rules. It is not the default tariff for every Indian business sending an OTP. If a provider applies it, ask which documented eligibility condition applies to your business.
What changed for service messages in October 2026?
A 24-hour customer service window controls when a business can send non-template replies after a customer message. It should not be confused with an unlimited free-message allowance.
Under Meta's developer pricing rules effective 1 October 2026, each business phone number receives 1,000 delivered service messages free per month. The 1,001st and subsequent service messages are charged at the applicable rate. Unused allowance does not roll over. Utility templates inside the customer service window are also chargeable under these updated rules unless a relevant exception applies.
This matters when comparing older articles or quotations saying all service replies are free. Meta's developer pricing documentation, current rate card and pricing FAQ should be checked together; some older overview copy may describe the previous model.
A qualifying click-to-WhatsApp free-entry window can remove messaging charges for the supported categories while that window is open. The current developer guidance describes conditions including a qualifying customer entry and a timely business response, with the window potentially lasting up to seven days. It is not a blanket free period for every ordinary website enquiry. The ad spend itself remains a separate cost.
How much do 1,000 or 10,000 messages cost?
The examples below assume one business phone number, Indian recipients, the listed standard rates, no qualifying free-entry window and no volume discount. For the service row, assume the month's full free allowance is still unused.
| One category in a month | 1,000 delivered messages | 10,000 delivered messages |
|---|---|---|
| Marketing | ₹863.10 | ₹8,631.00 |
| Utility | ₹115.00 | ₹1,150.00 |
| Normal authentication | ₹115.00 | ₹1,150.00 |
| Service, with 1,000 free available | ₹0.00 | ₹1,035.00 |
For 10,000 service messages, the illustration is 9,000 chargeable messages × ₹0.1150 = ₹1,035.00. If your number has already used its allowance, the same additional volume will produce a different bill.
One contact can receive several billable messages. Sending an offer and two further promotional messages to the same person is not the same as paying for a single conversation.
For a mixed example, 2,500 marketing messages plus 1,500 utility messages produce an illustrative Meta charge of ₹2,330.25, before other costs. This is arithmetic using the rates above, not a recommended sending volume or a promise of sales.
What other API and chatbot costs should you budget for?
Ask for separate lines in the proposal so you can compare like for like.
- Meta messaging charges: the delivered-message usage passed through or billed directly under the applicable Meta arrangement.
- Inbox and chatbot software: the provider's subscription, agent seats, automation limits or AI usage fees.
- Setup and integration: connecting the phone number, templates, CRM fields, forms and the actual handover workflow.
- Ongoing support: maintaining approved answers, checking failed deliveries and changing the workflow when business requirements change.
- Applicable taxes and other pass-through costs: identify them explicitly rather than hiding them inside a vague “all-inclusive” promise.
Meta's FAQ distinguishes its messaging charges from partner fees and says there is no extra fee for direct access to the platform itself. That does not make a developer's integration work or a software subscription free.
Meta Business Agent is a distinct Meta product and uses a token-based charge, rather than simply adding the normal service rate to the same response. A third-party AI chatbot has its own software or model costs and does not automatically use Meta Business Agent pricing. Ask the provider to name the exact product and billing unit.
What should a useful business chatbot actually do?
Our recommendation is to design one complete enquiry journey before adding more automation. For example, a Jaipur home-service business could use this flow:
- A person asks about a service.
- The bot offers a short choice of relevant services and collects the required location or preferred time.
- The details reach the right team member or CRM stage.
- A person confirms availability and answers questions the bot cannot resolve.
- The team can see the enquiry status and any follow-up still required.
This is a hypothetical workflow, not a claim about a deployed client system. Keep the amount of information requested proportionate to the enquiry. A chatbot should have a clear way to reach a person and should not invent prices, availability or commitments.
Before launch, test unanswered questions, incorrect input, repeated submissions, failed handovers and delivery errors. A friendly greeting is only the start; the useful outcome is that a real customer reaches the right next step.
Our Custom CRM & Software Development service focuses on connecting the workflow to the tools your team uses.
How can you control costs and keep messaging relevant?
Start with a forecast by category rather than multiplying every contact by a single “WhatsApp rate”. Estimate promotional templates, transaction updates, normal authentication and service replies separately. Record the assumptions behind the forecast.
Use the appropriate approved template category. Adding promotional content to an order update does not make it a cheaper utility message. Keep the audience relevant, respect the applicable permission and opt-out requirements, and follow the WhatsApp Business Messaging Policy.
Review delivered-message records and actual invoices alongside the provider's report. Monitor failed handovers and useful enquiries, not just how many automated messages were sent. An unnecessarily long chatbot can increase both friction and message usage.
Meta also offers volume tiers for utility and authentication messages. The discounts are marginal: only messages within a particular tier receive that tier's rate. A high-volume brand should verify its portfolio-level aggregation and current thresholds against the rate-card documentation. Marketing and regular service messages do not receive these volume tiers under the reviewed model.
Frequently asked questions
Is a WhatsApp chatbot free once I buy the API plan?
Check the contract. The plan may cover software access while Meta usage, AI processing, additional seats or integration work are billed separately.
Is every WhatsApp API message charged?
No. Incoming customer messages are free from Meta charges, a monthly service allowance applies, and qualifying free-entry windows can affect eligible outbound messages. A flat claim that every message is free or every message has the same charge is misleading.
Does an AI chatbot reply cost more than a human reply?
It depends on the product. For a third-party bot, normal message-category charges can apply alongside the provider's AI fees. Meta Business Agent has its own token-based billing. Compare the actual arrangement.
Are these rates for everyone who receives a message from an Indian business?
No. The rate table above is for Indian recipients under the listed INR pricing. Recipients in other markets, a different billing currency, special eligibility or another API arrangement can change the calculation.
Are GST and chatbot fees included in the examples?
No. The examples isolate the listed Meta messaging cost. Add applicable taxes, provider fees, setup and any other agreed charges before approving a total budget.
